I need a picture resizer that still makes it the best quality it can be. For example, i have a picture that is 2.41MB. I want to be able to change it to 1.9MB. Some resizers make the picture size too small. The reason for this is that i want to upload many photos on my personal page but it only allows 2MB or below. I need one that has quality, free, and easy to use.

The best might be Acdsee but it cost money. You can try Paint Net, it is free.
You can use software such as irfanview. Sometimes you only have to resize the file just a little smaller (dimension wise) or not at all, but just set a lower quality level. Of course, not too low of a level, even a pretty high level will still make the file little smaller than what your camera does. Anyway, play with the quality or keep the quality highish (80%) and just set a little smaller size. This applies to any resizer you may find. Irfanview or xnview may also offer batch resize.
ImageResizer (freeware)
=========
Download from the powertoy site
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
ImageResizer is located down the RHS of the screen
Install it
How to use it the best way:
1. Use explorer and Copy all the pics you want to resize in a new separate folder, so the originals are left original EG original Folder may be "Snow Trip". Call the new folder "Snow Trip small"
2. Select all the pics (click edit >select all)
3. When you right click on the selection, there will be Resize in the menu
4 . click resize pictures
5. select large to get a pic about 100 kb for smaller size select the other sizes.(usually large is the normal)
5 select advance
6 select overwrite, do not make copies.
Then run the program
Note to make copies can get messy, so best way is to overwrite them.
7. for interest sake right click on the pic >properties to see the size of the file, (or folder) and compare it to the original pic or folder.
I am a Picture Resize Genius user. I’m currenty using this tool and it can process 30 images in about 6 seconds… so yes it’s fast
