I believe it is free but lets you upgrade for a fee. I'm sure you can post your writings on there for free though, and have people comment, evaluate, rate them. I used to use the website a couple of years ago. I'm not sure about the format, it may have changed around a bit....but yeah, it sounds like the perfect place for you to start off. I'm not familiar with any of them because I'm a little skeptical about posting my work online. All I can say is do some good research. Find one that isn't a scam.
